Within the Rensol Project, Baltic Development Forum is organizing an International Seminar – Development of District Heating in Municipalities 22-23 January in Kaliningrad. The purpose of this seminar is not only to discuss district heating, but also to ensure further multiplication of Rensol’s results. The seminar is organized together with the Nordic Council of Ministers Information Office in Kaliningrad, and in cooperation with EU project InnoHeat – Innovations in District Heating and GEF project – Energy efficiency in buildings in North-West Russia.
Representatives from 5 North-West Russia regions municipalities (Kaliningrad, Archangelsk, Murmansk, Vologda and Pskov) have been invited along with specialists of municipal administrations, housing and utilities enterprises, associations of district heating of the Baltic Sea Region as well as the Russian District Heating Association.
The aim of the seminar is to share best practice from 3 international projects and to discuss the experience on the development of district heating schemes of the pilot municipalities of the Kaliningrad region. Furthermore, introduction of energy management system, innovation solutions and the possibility of applying this experience in other municipalities of North-West Russia will be on the agenda.
The seminar is divided into 3 main themes:
- Energy efficiency in Russia: application of international standard ISO 50001 in practice
- Round Table discussion- Role of district heating associations in the development of district heating in municipalities (based on the examples of DH associations of the Baltic Sea Region)
- Innovations in district heating. Baltic Sea Region cases

Guide to Financing Energy Efficiency in Russia – RENSOL Experience
The “Guide to Financing Energy Efficiency in Russia – RENSOL Experience” aims to identify best global EE financing practices with a special focus on the Baltic Sea Region experience. The main goal of the report is to propose financing solutions that would not involve high upfront payments and would be aligned with the specific legal and economic specifics of Kaliningrad Oblast and North West Russia with findings being applicable more widely across Russia.
The guide targets local authorities and municipalities, private enterprises, research and cross-border cooperation institutions and aspires to promote and guide cross-border cooperation within the field.
