BSI Core Group Meeting, 21 September 2006, Tartu

The Agenda:

1. Future development of BSI

The BSI Core Group agreed that progress has been made in all of the five prioritised areas.  The Core Group agreed that increasing activity among the Stakeholder would be profitable.
After a discussion about different format, organisation and targets of the BSI, the Core Group Members suggested that:

  • BSI should be a catalyst of ideas
  • The Stake Holder Group should be a broad group, with institutions/organizations having a clear vision of the Baltic Sea Region. Also individuals could be stakeholders
  • Two Stakeholder meetings could be held every year. One shorter back in back with BDF-Forum and a major work seminar in the spring
  • A smaller core group- a “foresight group”- is still needed
  • A leading figure should be tied to the BSI.
  • A smaller secretariat facility is advisable.

A draft of a suggestion of a new organization of BSI will be produced by NCM with input also from BDF and circulated among the Core Group Members.
The Core Group members will deliver a list of thinkable new Stakeholder group members during the week 39 to the NCM.

2. Policy conclusions in BSI report

The group discussed their views on to what extend BSI can come with policy conclusion. The group suggested that sharp and detailed policy conclusions are not suitable since many of core group members have connections to Government in different countries. The BSI report can make more general analytical conclusions about the region and where initiatives are appropriate. There is need to speed up and intense the efforts to make the Baltic Sea States more competitive.

3. A BSI report on results in 2006

The draft on the report distributed to this meeting will be rewritten and discussed at the Stakeholder meeting in Helsinki and a final version will be completed the 29 of October, after the Stakeholder Meeting.
The report will give the message that the BSI in on track, but the region need to speed up.

4. Plans for the stakeholder meeting in Helsinki

Key subjects on the meeting are:
-Christoffer Taxell will be invited as a speaker
-BSI report presentation.
-Presentation of good example how to organize a corporation, Scanbalt and Innonet.
- Plans for BSI future (se above)

A Core group meeting should be held just before the stakeholder meeting.
