The Baltic Sea Agenda was a report series issued by Baltic Development Forum in 2002-2003 as a tool for driving policy in the region. The primary target groups were executive decision makers from business, government, research/policy institutions, and the media within the region and in the EU.

BDF hopes that the findings and recommendations for further action may inspire debate and shape a political agenda supporting the development of the Baltic Sea Region into a leading knowledge region in the world.
